Document measures 19" x 23" overall. Document appoints John E. Russell of Massachusetts to a Commission to research a deep waterway between the Great Lakes and the Atlantic Ocean. The Commission's report led to the construction of the St. Lawrence Seaway. Document is also signed by Richard Olney, Secretary of State. Document also has the Presidential Seal.
Although this signature has not been authenticated, the winning bidder will received a note card certifying that the document came from the personal collection of Joseph W.P. Frost signed by the currently owner (and cousin to Joe Frost) Ira Frost ,a world renowned bird carver whose signature itself will one day worth something.
