On May 28, 1796, “An Act for the Protection and Relief of American Seaman” was passed by the United States Congress. This act provided certificates for sailors as proof of their United States citizenship and was intended to help protect American sailors from the British practice of impressment, or the seizing of men and sailors for service in the Royal Navy.
This paper was issued by a Customs Collector and was carried constantly by the recipient. This document was in the pictured and accompanying box to be shown to any British authorities that tried to "Press" the sailor into the Royal Navy.
Paper is 6.5" x 7.5" and shows the wear of being carried about in the small box that the sailor kept with him.
Document carries the seal of the Portsmouth Custom House.
