Believe it is a Tlingit mosquito headdress. Carved and painted cedar with coarse straw hair attached by rope. Beak is hinged to open but is wired shut.

The image of the mosquito was frequently used by the Tlingits when making masks and headdresses. These were worn by chiefs during important processions accompanying peacemaking and during festive ceremonies.
