Information found online: Champagne Taps were popular in the Victorian period and came in several different shapes and styles. This is an upright tap, it allows you to leave the bottle upright and sitting on the tabletop, (some other taps require you to tip the bottle upside down). The tap is screwed through the cork and pushed to the bottom of the bottle, the valve turns to allow the Champagne to travel up the tap and out the serpent’s mouth.
