Antique Oval Opening Pastel - Cottage Landscape Beside River - W. H. Chandler? Wavy Original Glass

This is a beautiful Antique Pastel painting, very evocative of 19th C. Artist William Henry Chandler (1854-1928) and possibly by him. The opening is oval but the artwork is rectangular (14 x 24) and may be signed under the gilded and decorated, framework.
It is housed in the inner portion of possibly the original frame, with glass (wavy), and likely original to the piece as well.
Oval opening measures 13 1/2 x 23 1/2 and is in Good Antique condition.
Outside of framework measures 19 3/4 x 29 3/4 and is in Fair Antique condition.
