Very Rare Hamilton 946 23 Jewel Pocket Watch GF Case

Hamilton 946 movement Serial #471551 and the case# is 5182563. This watch runs strong but I can't seen to set the time. Something is wrong with the stem. It winds fine but seems to miss its slot when I pull the stem to set the time. Case and face are in vg cond with only the bottom showing the brass base metal from gold wearing off. It's a Keystone 25 year warranty case.
