In 1845 John M. Wimer, the postmaster of St. Louis, de-cided to produce postage stamps for use in the St. Louis area, and he issued them in denominations of 5, 10ยบ and 20. These were known as "Postmasters' Provisionals."
By an act of Congress on March 3, 1845, effective July 1, 1845, definite rates for the mailing of letters were estab-lished. For example, five cents became the rate for any single letter carried for a distance of up to 300 miles.
