Antique Tibetan Flint Pouch

We are a bit stumped on this piece. It is made of leather and has a brass outer frame with filigree detail and other complimenting pieces of hardware including a piece of natural turquoise front and center on the front flap. The interior has a very small pouch which may in fact hold change. The bottom is a piece of metal that is blade shaped but dull. It is very interesting to look at to say the least.
