1920s? Handmade Black Velvet Dress With Gorgeous Button Detail

In good vintage condition. There is staining on the armpits of the white lining.
Overall good condition for the age. There is some stitching that needs repaired along the hem and the stitching under where the attached belt covers is a bit haphazard.
